What F29 covers
Amex F29 is "Card Not Present — Fraud." Cardholder claims they didn't authorize the transaction in a CNP environment. Same conceptual category as Visa 10.4 or Mastercard 4837.
Amex fraud reason codes:
- F29: CNP fraud (ecommerce, MOTO)
- F30: EMV counterfeit fraud (card present)
- F31: EMV lost/stolen/non-received fraud

The 20-day deadline
Amex F29 gives merchants 20 days to respond. 10 fewer than Visa 10.4 (30 days) and 25 fewer than Mastercard 4837 (45 days).

Merchants running mixed-network dispute operations often miss Amex deadlines because their process defaults to 30 days. Every dispute needs an explicit deadline field, sorted by absolute due date.

FR2 escalation trap
Amex Fraud Full Recourse Program (FR2) is accelerated pipeline for high-risk fraud. Under FR2, merchants have essentially no dispute rights.
FR2 triggers on:
- Non-SafeKey CNP from high-risk cardholders
- Transactions with strong fraud signals at authorization
- Cardholders with prior fraud history
SafeKey-authenticated transactions are exempt from FR2. This is why SafeKey pays off so heavily on Amex — it prevents FR2 escalation in the first place.
Merchants who see chargebacks under FR2 codes should not attempt representment. No path to winning. Focus on prevention (SafeKey, tighter pre-auth screening) instead.
